On receipt of your despatch No. 122 of the
24th January (F 7022/117/10) requesting my observations and those of the Acting Consul General at Canton on the Draft Bill amending the Merchant Shipping Ordinance 1899 it seemed to me that the Draft Bill, whilst otherwise satisfactory, did not fulfil the condition, which had been proposed by Mr. Brenan and endorsed by me that licences should only be issued with the concur- rence of the Consul General and should be withdrawn
at the latter's request on adequate cause shown. In
referring to Mr. Brenan for his observations I there-
fore enquired whether he was satisfied with the draft
as it stood, and, if not, whether he could, after consultation if necessary with the Governor of Hong Kong, suggest how this difficulty could be met.
2. Mr. Brenen thereupon addressed to His Excellency
a despatch, a copy of which is enclosed, enquiring whether this requirement could best be met by some form of assurance that the Governor would only act under Section 3 A (2) and (3) after consultation with the Consul General, or whether for the sake of clearness it would be better
to include the desired stipulation in the Bill.
